FIVE YEARS PLAN TO REALIZE THE BOARD’S VISION

Vision refers to the aspiration of a nation, institution and an organization for a future success. The vision of our country is to see that Ethiopia becomes a nation where, through popular participation and the consent of its peoples, democracy and good governance reign, social justice prevail, and where being emancipated from poverty, the country enjoys a middle income status.

Despite their similar nature, there is some difference between vision and mission. Mission focuses on routine activities and improvable issues. Vision on the other hand, shows our aspiration to the future thereby encouraging and inspiring us to towards that end.

Like any other governmental offices, the National Electoral Board of Ethiopia has its own vision and mission.

Vision:-
“To see the realization of strong constitutional system wherein the Nations, Nationalities and Peoples of Ethiopia exercise their right of electing and being elected in a peaceful and fair manner.”

Mission:-
“To develop the understanding of the society on civics to let them understand their right to elect and be elected for contributing their role in the continuation of the democratization process; conduct fair, free and  impartial election throughout the country with the equal participation of all nations, nationalities and peoples of the country.”

The Board has designed different strategies to realize this mission. One of it is the five years strategic plan which is formulated on the basis of the five Years Growth and Transformation Plan of the country.

The main purpose of the strategic plan to be implemented in 2010/11 – 2014/15 is to harmonize the Board’s practices with the five Years Growth and Transformation Plan of the government, to satisfy the growing demand of stakeholders, to raise the satisfaction rate of the public and put in place international standard electoral system.

This five Years strategic plan has been prepared after assessing the overall functions of the Board and its current status and enables the Board to play a constructive role in the democratization process of the country in the next five years and have the capacity to efficiently discharge its functions. The Growth and Transformation Plan indicates that good governance and democratization is one of the areas worth special attention for speeding up the implementation of the plan and put the country among the list of middle income earning countries by 2015.

The current level of development in the country is the result of democratization and good governance system building undertaken in the past years. Extensive and coordinated effort needs to be exerted for the realization of the Growth and Transformation Plan and ensure the continuation of the development process. Election is the pillar of a democratic system and the only means for citizens to ensure their constitutional right of being administered by their elected administrators. To ensure this right of the public, it is important to ensure the reliability and legitimacy of the election process by the stakeholders and particularly, the voters. Hence, the National Electoral Board of Ethiopia is doing all necessary steps to play its part in the areas of good governance, democratization and public participation.

In addition to the Growth and Transformation Plan, there are other considerations for developing the strategic plan of the Board. These are: the 2009/10 budget year performance report and 2010/11 budget year’s plan, the 2010 Post election evaluation conducted by the Board, discussions held with stakeholders and feedbacks as well as discussions with employees of the office.

On the basis of these considerations, the Board developed a strategic plan containing six key strategic issues needed for the effectiveness of the institution and the country as well. These strategic issues are:

The Board five year strategic plans and its focal routes are:-
1. To enable the existence of strong skilled man power, monitoring and following up of property and finance.
2. To strengthen the performance of employees and motivation.
3. To strengthen the information documentation, application and flow trend.
4. To enable the voters have ample knowledge about the board.
5. To have electoral constituency delimitation considering the current size of population.
6. To raise the number of women in manipulating election and in being candidates.

The inclusion of these key strategic issues and other activities within the five years strategic plan of the Board helps it achieve better performance in the next five years. It also accelerates and paves the way for the vision of the Board.
